I have the honour to enclose copies of correspondence between himself and the Colonial Secretary on the subject, which bears date as late as the 12th of April last. I am led to infer that there may have been a mistake in the date of Your Excellency's letter. I call attention to the apparent discrepancy. If the date be correct, Your Excellency will have been surprised at my silence. It was not until yesterday, when reperusing the whole of the papers, that I found it. My opinions upon the case, with which Your Excellency desires to be furnished, I propose to submit to you in a separate letter.
